Tender for the repair and maintenance of social housing for a South Yorkshire local authority

NTTX provided bid management consultancy services in support of a client’s successful bid for a six-year, £60,000,000 contract to provide repair and maintenance services to the council’s social housing stock. Our consultant managed the complete tendering process, from receipt of the Official Journal of the European Union (OJEU) notice through to contract award.

The local authority had chosen to select its service provider using the competitive dialogue process, which combines a series of written submissions interspersed with dialogue meetings. During the eight month tender period, our consultant produced the required written submissions and requested and obtained information from internal departments within the client’s organisation in order to produce the written quality statements. He co-ordinated attendance and represented the client at the dialogue meetings. Our consultant also participated the in post-contract award negotiations.

NTTX helped the client gain the contract, despite having no previous relationship with the local authority. The consultancy also managed the transfer of the unionised workforce from the authority, including trade operatives, supervisors, administration staff and managers, managing that process under TUPE regulations. Now the client has a depot and infrastructure in a region where they had no previous coverage, which is generating opportunities for new business growth.
