Since 2013 has successfully developed a portfolio career, centred on rail franchising tender bid and evaluation work and support to a number of niche SME Rail Clients. Experience on rail franchise bids on both the client side (as an expert evaluator on reviewing revenue growth, commercial and leadership management plans) and with Arriva, Abellio, GoAhead/Keolis on a number of rail franchise bids (Scotrail, East Coast, Trans Pennine and Northern).

As the Independent Chair of the HS2 Colne Valley Regional Park Panel, he has managed a group of c20 stakeholders to produce an Additional Mitigation Plan for the Colne Valley as a consequence of the 3.5km viaduct being build, and worked with HS2’s designers and the HS2 Design Panel into the development of the viaduct Specimen Design. The viaduct is intended to be a “world-class” stand-out structure. Through his role as Panel Chair he has been engaged with senior officials in HS2 and the Main Works Contractor, Align.
Jim has considerable experience of helping prepare rail and other bids, and he is a regular bid reviewer for the DfT. Consequently, he is very familiar with the processes that drive ITT specifications and tender evaluations.
